An 11-car City of San Francisco had been placed in operation in June of 1936, but demand so quickly outstripped supply that UP placed an order for a 17-car replacement later that same year.The 1937-38 City of San Francisco shows some development from the early City of Salina and City of Portland equipment. The sloping sides of the prototype streamliners had proven impractical and unpopular with passengers, so the new equipment featured a full-size profile and cross-section. Articulation had also proved problematic; while U.P. and Pullman still clung to the concept to some extent the new equipment would be articulated in groups of two and three rather than an entire articulated trainset. The locomotive, as well, would be an EMD E-unit instead of the custom-built power cars of the earlier streamliners.
