The Hi-Level cars on El Capitan had proven to be such a success, both from an operating and customer satisfaction standpoint, that Santa Fe was encouraged to try to extend that success to its other trains. In September 1962, as other railroads were retrenching their passenger operations, Santa Fe placed an $8 million dollar order for new equipment which included 24 additional Hi-Level chair cars for their fleet. The new equipment, which would prove to be one of the last orders for new passenger cars prior to Amtrak, arrived in the spring of 1964.[*] The newly built Hi-Levels were assigned to the El Capitan pool, freeing up some of the original 1956 Hi-Level equipment for reassignment to the San Francisco Chief.

By this time passenger train service across the United States was in an accelerated free-fall. Santa Fe was one of the few railroads who attempted to buck the trend. As you can see from this timetable, even as late as 1965 it was still possible to ride a through coach or Pullman from Houston or Dallas to California or make connections along the route for Lubbock, Phoenix or Carlsbad Caverns.

SAN FRANCISCO-RICHMOND TERMINALS.
Santa Fe passenger trains, westbound, operate into Richmond Station, thence by motor coach to the Santa Fe Passenger Terminal (44 Fourth Street, just off Market) San Francisco. Eastbound, service is via motor coach San Francisco to Richmond, thence train. Stop is made at Berkeley Station (University Ave. and West St.) and Oakland (2040 Telegraph Avenue) both westbound and eastbound.

Santa Fe's insistence on maintaining the highest standards of service won the San Francisco Chief at least one frequent customer, well-known rail aficionado and bon vivant Lucius Beebe. In a letter to David P. Morgan from September 1964, Beebe wrote, "Everything about it [the San Francisco Chief] is strictly first class and the diner westbound usually stocks something called Primrose Lake whitefish, which is incomparable." However, Beebe went on to note that he scrupulously divided his patronage between Santa Fe and Southern Pacific, "...which is only expedient in a resident of this part of the world where we all stand at attention and remove our hats at the merest mention of 65 Market Street [the address of SP headquarters in San Francisco]. I usually take the City of San Francisco east and the Santa Fe west."[**] Unfortunately, though, this regular customer would be felled by a heart attack in February of 1966.
